Project summary

DETWIN-GOV (Digital-Environmental Twins for Sustainable EU Governance) is a Jean Monnet Module coordinated by Dr. Stefania ATTOLINI and hosted by the Catholic University of Lyon, to be implemented in the Faculty of Law and European & International Political Studies (Law School Annecy), aiming to explore how the twin – digital and green – transitions are transforming EU governance, law, and policymaking.
The Module introduces university students to the growing role of artificial intelligence and data-driven tools in environmental protection, with a specific focus on digital twins – virtual models replicating complex physical systems (environmental, urban and industrial). It examines their legal, ethical and democratic implications within the EU framework, in connection with key policies and legislation such as the European Green Deal, the AI Act and the EU Data Strategy.

Over three years, DETWIN-GOV will deliver 159 hours of teaching activities, combining lectures, external expert seminars and pedagogical simulations based on simplified digital twin scenarios. These activities will also support the production of Open Educational Resources, academic articles and a collective volume reflecting on digital twin and governance.
The project will strengthen EU Studies by integrating law, technology, and sustainability, promoting active citizenship and democratic accountability in digital and environmental policymaking, by making students more aware about these matters.
Module’s long-term impact will be ensured through the integration of its contents into UCLy’s curricula and through continued cooperation with European academic and institutional networks.
As part of the dissemination strategy of the Module, the DETWIN-GOV Outside initiatives will offer a series of educational workshops for middle and high schools in the region. These activities aim to raise awareness among young audiences about the European challenges of the digital and environmental twin transition, using interactive and participatory tools.
